Ground-Up Construction Loan Requirements
​Ground-up construction loan requirements are more detailed than many other real estate investor loan programs because the lender is financing a project that has not yet been completed. Approval is based on the borrower, the builder, the property, the construction budget, the plans, the projected completed value, and the overall exit strategy.

While requirements vary by lender and transaction, real estate investors and developers should generally be prepared for the following:

• Property or Land Information — The lender will review the property address, current land value, acquisition price, zoning, site characteristics, and whether the land is already owned or being purchased as part of the transaction.

• Construction Plans and Specifications — Borrowers should provide architectural plans, construction drawings, specifications, floor plans, and other project documents required to understand what is being built.

• Detailed Construction Budget — A complete budget should identify anticipated costs for site work, labor, materials, permits, utilities, vertical construction, finishes, contingency, and other approved project expenses.

• Builder or General Contractor Information — Lenders may review the builder or general contractor’s experience, licensing, insurance, project history, references, and financial capacity.

• Borrower Experience — Prior real estate development, construction, renovation, fix and flip, or investment experience may be considered depending on the lender and program.

• Permits and Approvals — Required municipal approvals, building permits, zoning approvals, or other entitlements may need to be in place before closing or prior to certain construction draws.

• Appraisal and Projected Completed Value — An appraisal is generally used to evaluate the current land value and the projected value of the completed project based on the approved plans and specifications.

• Loan-to-Cost and Loan-to-Value — Construction lenders typically evaluate both total project cost and projected completed value when determining maximum leverage.

• Borrower Equity — Investors should expect to contribute equity to the transaction. Required equity varies based on the borrower, land ownership, experience, project type, lender, and overall risk profile.

• Liquidity and Reserves — Borrowers may be required to demonstrate sufficient liquidity for closing costs, required reserves, interest carry, contingency, cost overruns, and other project-related obligations.

• Draw Schedule — Construction funds are generally released in stages as work is completed and verified. Borrowers should understand the lender’s inspection, draw request, and reimbursement process before closing.

• Insurance — Appropriate builder’s risk, hazard, liability, and other required insurance coverage must generally be in place during the construction period.

• Entity Documentation — Many ground-up construction loans close in an LLC or other qualifying business entity, subject to lender requirements and personal guaranty provisions where applicable.

• Exit Strategy — The lender will evaluate how the borrower plans to repay the construction loan, whether through sale of the completed property, refinance into permanent financing, lease-up and stabilization, or another acceptable exit.

• Complete Project Package — A complete submission can materially improve the speed and quality of the underwriting process. Borrowers should be prepared to provide plans, budget, property information, entity documents, contractor information, financial documentation, appraisal information, permits, and other required project materials.
